Three Tier Client Assessment

POORLAW WorkForce development will assess clients at three levels of need:

  • Tier 1 is a 30-day short-term or quick turnaround.  Clients assessed at tier 1 are those who are employable, ready for entry into a training program and have limited barriers.  Clients will be assessed and transitioned into appropriate employment and/or training need within 30 days.
  • Tier 2 is up to 60 days of the intermediate term.  Clients are individuals who require more development and counseling.  They will be transitioned into appropriate employment and/or training within 60 days. Clients often spend their time in Tier 2 developing their skills through the participation of occupational skills training such as CDL or CNA classes.
  • Tier 3 (long term) are individuals who need major skill development.  They require intense development, remediation and case management. They will be transitioned into appropriate employment and/or training in more than 60 days. Clients often spend their time in Tier 3 developing through basic skills training such as GED classes.

Tier 1 Placement – Clients placed in tier 1 are ready for work or participation in a training program within 30 days of entry into POORLAW WorkForce program.  Clients assessed at tier 1 are those who are employable and have limited barriers.  POORLAW WorkForce will work with clients placed in Tier 1 for

  • Case management
  • Job search/Job Readiness Support
  • Job placement
  • Career Counseling
  • Referral into programs or training that will further develop work skills.

Tier 2 Placement – Clients placed in tier 2 require intermediate level development, counseling, and support.  Tier 2 clients will be transitioned into appropriate employment or training within 31 days or more (up to 6 months).  In addition to the activities listed in Tier 1, the case managers will work with Tier 2 clients for:

  • Intermediate case management and counseling
  • Intermediate Barrier Support
  • Referral into programs or training that will support intermediate barriers.

P.O.O.R.L.A.W. provides Short Term Job Assignments for Tier two clients to give them work skills so that they are ready for training or employment. These job readiness opportunities are:

  • Landscaping:
  • Packaging:
  • Moving:
  • Painting:
  • Drywalling:

Case managers will move clients into Tier 1 when they are eligible.

Tier 3 Placement – Clients placed in tier 3 require intensive level development, counseling, and support.  Tier 3 clients will be transitioned into appropriate employment or training within 7 months to a year.  In addition to the activities listed in Tier 1 and 2, POORLAW will work with Tier 3 clients for:

  • Intensive case management and counseling
  • Intensive Barrier Support
  • Referral into programs or training that will support intensive barrier need.

Case managers will move clients into Tier 2 when eligible.
